The facts are that since 1883, the Russians had threatened to bring in substitution for a British Battalion.
15-27/08 Sir M. Macpherson reported that an Indian regiment had withdrawn. He and the G.O.C. Infantry agreed that if this was done, the garrison was inadequate for the defence of the Colony.
